If you're hoping to take on the Elite tier tasks, you'll need to buff your skills to the following levels: 93 Slayer, 85 Agility, 78 Thieving, 75 Hunter, and 70 Farming. Not only that, you'll need to make sure you have access to the Prifddinas outskirts or the Poison Waste.

What quests must be completed for this diary?

You'll want to have polished off these quests to have full access to all the areas in the Western Provinces: Regicide, Roving Elves, Mourning's End Part I, and Swan Song. Expect to also take on the Pest Control minigame to gain access to the Void Knight Outpost for certain tasks.

How does the Zulrah resurrection perk work?

Once you've completed the Elite Diary, if you die during the Zulrah encounter, you'll be resurrected to full HP and Prayer. Important thing to note here is that this can only happen ONCE per DAY.

Are there specific combat requirements?

Yes, expect to kill a ton of Chompy Birds during your tasks. You'll need to take down the Chompys to unlock certain hats and to defeat bosses like Zulrah and the Thermonuclear Smoke Devil.
