Best Primary and Secondary Weapon
The absolute best sniper rifle you can get fairly early on is the AWS.388 Black Panther FRAG sniper rifle. You can find the blueprint for this weapon in the Furnace Lair area, on the topmost catwalk in a warehouse.
To further emphasize the stealth aspect of this build, you’ll need a silencer attachment for this weapon. You can find the blueprint for this attachment west of the Evergreen Rift Anchor. To open the box containing this plan, throw a Molotov at it to burn away the vines.
For your secondary weapon, the DE.50 Jaws pistol is a nice holdout option. Its Unstable Bomber effect is great for emergency situations.
Best Armor Set
For your armor, wear 3 pieces of the Agent set and 3 from the Falcon set. The Agent set is crucial for this build, as the 3-piece bonus refunds your shot if you kill an enemy with a headshot. The Agent set will also grant you extra weakspot damage.
As for the Falcon set, its 3-set bonus gives 5% more crit rate and 20% more crit damage whenever your stamina is over 90%, which is ideal since you won’t be running around while stealthing.
Best Deviant to Bring
The Canine Skull Deviant is great for pulling aggro from enemies, as not only does it distract targets attacking you, but it causes enemies that target it to take extra damage. Though you shouldn’t use this as an engagement tool, it is better suited as an emergency escape tool in case you get spotted.
Best Mods
For this build, you will want the Final Territory mod. This grants your weapon +10% extra weapon damage for 10 seconds after you leave the Fortress Warfare state. Since this weapon grants you the Fortress Warfare state (Heavy Armor with +20% weapon damage) after aiming for 2 seconds, you will gain an easy damage buff just by scoping in and de-scoping.
As for your armor mods, slot in Work of Proficiency in your helmet, Lifeforce Boost in the mask, Secluded Strike in your boots, Resist Advantage in the jacket, Elemental Overload in the gloves, and Reload Rampage for the pants.
Work Proficiency helps with your reload speed, while Lifeforce Boost gives a 10% bonus to health. And Resist Advantage grants you multiple damage stacks whenever you are out of combat. Since stealth does not trigger combat, you will have a near-unlimited uptime with this bonus. As for Secluded Strike, you gain 12% weapon damage when there are no enemies within 7 meters of your location.
Food Buffs to Stack
For your food, consume the Canned Lunch Meat for the extra boost in stamina to keep your Falcon set bonus up. As for your drink, the Ice Tea will boost your roll speed and your movement after doing a roll.
