Beidou is a 4-star character available through all forms of wishing. She uses a claymore and her Electro Vision to smite opponents. Her Elemental Skill, Tidecaller, behaves differently when the button is pressed or held. Activating the skill with a press will make her slash in front of her, dealing Electro damage. Holding the button makes her put up a shield, primed to counter as she gets attacked.
Her Elemental Burst, Stormbreaker, gives her a Thunderbeast's Targe and an Electro Shield. While active, hitting enemies with a normal or charged attack electrifies nearby opponents. It only happens once every second but stays even as you switch characters. That lets you set up any Electro-related reactions (Overcharge, Electro-charged, Superconduct).
Beidou Genshin Impact Build
This role takes advantage of her E skill. When timed right, it can deal massive damage to enemies. That requires patience and good timing, which can be troublesome for new players. It can also be unreliable if you're also unused to the mechanic. Practice will pay off, though.
Though she doesn't infuse her weapon with Electro, most of her damage will come from her skills. That's why an Electro DMG cup is recommended over a Phys DMG one. The sets you'll use are Thundering Fury and Gladiator's Finale (or Shimenawa or Vermillion Hereafter). You can also use a complete Thundering Fury set or even the Thundersoother one (though only as a last resort).

Burst Sub DPS
A build that focuses on using Beidou's Burst to supplement a different DPS. Because her Burst energy cost is 80 (second to the highest possible), you'll need some Energy Recharge to use the ability reliably. The recommended artifact sets for this build is a full Emblem of Severed Fate set. Alternatives could be combinations of the above, Thundering Fury, and Noblesse Oblige. A full set of the last one could also do, but Severed Fate has greater potential damage and more reliable Bursts.

The Exile is the best 4-star artifact set you can use. You can use Martial Artist or the Gambler set if you want her as an active DPS. Use the stat priorities of the build you want for her.
Beidou doesn't exactly have a signature weapon. In her appearance in Kazuha's trailer, she uses the Blackcliff Slasher. However, the best weapon for her is Wolf's Gravestone. Other possible weapons she can use are:

Genshin Impact Beidou Lore (Backstory)
Everybody in Liyue knows of Captain Beidou. Whether the stories about her are exaggerated or not, you can be sure that she's an impressive person. Gossip abounds, saying she can cleave the head of a sea monster in one hit or that she can channel Electro through her sword. Dockworkers and new sailors add more, from beating Ningguang at chess (twice!) to sailing through a bad storm. With each repetition, the story grows, and maybe that inflates her reputation too much. However, those who have met Beidou agree that the stories don't exaggerate much. There is a reason why she's called the 'Uncrowned Lord of the Ocean,' after all.
Liyue is a land where business rules. Some even lament that even humans are commodities. Yet, when looking at how Beidou behaves, can you really say that? Once, she saw a smaller boat struggle while sailing through a storm with dwindling supplies. She had her crew tow the boat through the storm and into a safe mooring place, even sharing their meager food with the weary merchants. After getting to safety, the thankful merchants became trusted trade partners for the Crux.
Most would think that Ningguang pulls the strings behind Beidou and the fleet. All the former says in reply is that she chooses Beidou, and working with the Crux is incidental. As for the person in question, she's the master of her own fate, and nobody else can pull her strings. Proving that, among Ningguang's collaborators, Beidou is the most confrontational. Despite that, Ningguang believes that Beidou is the most reliable person in Liyue, as long as you tell her the truth.
She invited Xiangling to cook for one of the crew's celebratory banquets. Xiangling, ready to prove her worth despite her youth, took the chance and cooked for them. The team loved her cooking and let Beidou invite her to some of their trips. The young chef accepted the invitation, wanting to know what ingredients she could find in the open sea. With Beidou as her taste-tester, she will create excellent new dishes.
The First Mate pulls new crew members aside for drinks after their first successful journey, then tells them a story about their captain. The crew had sailed to uncharted waters and found themselves in a storm with dwindling supplies. Beidou had stood staunch at the helm, singing a Liyue sea shanty until they got out of the tempest into safer waters. As time passed, more details were added to this story, making all new recruits worship Beidou as a goddess.
