Surging power attack is rare I have never seen anyone else with it, use a transmute with high dmg + keen for absolute ownage.
Swords: 95 Sword Mastery: 50+
Pole Arms: 55 Whirlwind:25 Power attack: 25 (Great for extra whirlwind even though there is a global cooldown since expansion it is faster than 1 weapon)
Great Axe: 30 Power attack: 15 (Since skill level doesn't effect power attack debuff for greataxe use this on your hotbar to crush through enemy armor and switch to greatswords for finishing touch
